Donnell Rehagen serves as the CEO of Clean Fuels Alliance America, biomass-based diesel’s preeminent trade association. With more than 140 member companies, Clean Fuels Alliance America is the leading U.S. organization representing the biodiesel, renewable diesel and sustainable aviation fuel industries. Rehagen works closely with the Clean Fuels board of directors to ensure the industry has a clear, sharp vision of the future. He provides leadership to Clean Fuels Alliance America’s highly competent and passionate staff and team of advocacy, technical, environmental science, and communications professionals in a dedicated drive to see the industry reach its vision of six billion gallons of demand by 2030. Formerly a fleet manager for the Missouri Dept. of Transportation, Rehagen joined the organization in 2004 as its Chief Operating Officer and assumed the role of CEO in 2016. He has a Master’s degree in Public Administration from the University of Missouri – Columbia and a Bachelor’s degree in Computer Information Systems from Missouri State University.

Appointed Chief Sustainability Officer in 2020, Josh Raglin leads Norfolk Southern’s enterprise-wide sustainability strategy, integrating environmentally responsible practices into daily operations to drive efficiency, reduce costs, generate revenue and minimize environmental impacts. His leadership emphasizes cross-functional collaboration with internal departments and engagement with external stakeholders including customers, investors, suppliers and railroad partners.
Raglin began his career with Norfolk Southern in 1996 as a Forest Ranger at Brosnan Forest, the company’s 14,400-acre research and conference facility in South Carolina. He was named General Manager of Brosnan Forest in 2006, where he spearheaded the development of a nature-based solutions platform.
In 2025, Environmental Finance named Raglin Sustainable Business Leader of the Year.
Raglin holds a bachelor’s degree in Wildlife and Fisheries Ecology from Oklahoma State University and completed the executive development program at the University of Virginia’s Darden School of Business.

Fred Ghatala is the Director for Carbon and Sustainability of Advanced Biofuels Canada, a national industry association established to promote the production and use of advanced biofuels in Canada. Ghatala leads ABFC’s work to establish biofuel carbon value, lifecycle analyses in regulations, sector engagement in sustainability initiatives, and expanding advanced biofuel use into aviation and marine sectors.
Rohaise Low
Director of Biofuels and Oleochemicals

Rohaise Low is the director of GlobalData’s (formerly LMC International) Biofuels and Oleochemicals Team. She has worked in the biofuels sector for 14 years, analyzing biofuels markets around the world, covering all aspects from feedstocks and policies to prices and by-products. She has specialized in analyzing raw material and by-product markets, appraising investment projects for new biofuels plants, assessing the impact of changes in biofuel policies, as well as evaluating the impact of technological developments within the biofuels sector. She leads research into biofuel feedstocks outlook, used by a range of associations, producers and market participants globally.
Over recent years, the focus on lowering carbon emissions has seen biofuels producers shift their focus to wastes and residues as feedstocks. Rohaise has led research into the competition between these waste feedstocks and soybean oil and other vegetable oils, looking at their supply and how they fit into the biofuels market.

Shelby Neal is Vice President of Renewables and Energy Policy at Darling Ingredients, where he directs government affairs strategy for the company’s North America businesses. Darling Ingredients is a publicly traded company that takes the “other 50% of the animal” (the portion not typically eaten) and turns it into valuable ingredients. The company creates specialty food ingredients and green energy.
Shelby previously led state government affairs at Clean Fuels Alliance America, and served as a senior advisor to three Members of Congress and a state governor.
