Steve Dodge

Director of State Regulatory Affairs
Clean Fuels

Steve serves as the Director of State Regulatory Affairs for Clean Fuels Alliance America. In this role, he engages in technical analysis of issues associated with biodiesel and renewable diesel, and represent the interests of Clean Fuels Alliance America’s members to state regulatory bodies, state legislatures, and state environmental organizations. Housed on the East Coast, his primary focus is on advancing state and regional policy efforts for biodiesel, renewable diesel, and Bioheat® fuel home heating oil in the Northeast.

Previously, Steve held positions as the American Petroleum Institute’s Executive Director and Associate Director of the Massachusetts/New England Petroleum Council, Director of the Massachusetts Governor’s legislative office, and other staff positions in the state department of revenue and state legislature.

Jeffrey Earl

Director of State Governmental Affairs
Clean Fuels

Jeff Earl serves as the Director of State Governmental Affairs for Clean Fuels Alliance America from Jefferson City, Missouri. In this capacity, he manages a team of professionals responsible for governmental affairs and stakeholder education in all 50 states. Earl engages in technical analysis of issues associated with biodiesel and represent the interests of Clean Fuels Alliance America’s members to state regulatory bodies, legislatures and environmental organizations.

Earl comes to Clean Fuels Alliance America from the Office of Missouri Governor, where he held the position of legislative director. Previously, he served in leadership positions with the Department of Corrections and Office of the State Auditor. Earl holds a bachelor’s degree in political science and mass communications from Southeast Missouri State University.

Megan Boutwell

Stillwater Associates

Megan Boutwell is President of Stillwater Associates, LLC, where she directs Stillwater’s business operations, guides sales and management of consulting projects, and implements growth management. Boutwell has overseen the expansion of Stillwater’s transportation fuels consulting and online publication business over her 18-year career at the company. She is responsible for developing and editing content on a wide range of transportation energy issues reported in Stillwater’s LCFS Newsletter, Carbon Market Outlook Publications, and monthly newsletter.

Boutwell earned a BA in French and English Literature from Hollins University and an MBA from the University of Oregon.

Robin Vercruse

Executive Director
Low Carbon Fuels Coalition

Robin Vercruse is Executive Director of the Low Carbon Fuels Coalition. She specializes in building consensus amongst diverse stakeholders to establish support across the political spectrum for market-based policies that diversify transportation fuels and the sources used to produce them. 

Robin is also a national and international evangelist for the across-the-board benefits of these policies, and a steadfast opponent of both exaggerated claims and recurring misinformation. She has a Master of Environmental Science and Management from the Bren School of the University of California – Santa Barbara, with a focus on energy and climate change.

Cory-Ann Wind is the visionary leader behind Oregon’s groundbreaking Clean Fuel Program and has spent three decades at the forefront of environmental progress on the West Coast. She now serves as Director of State Regulatory Affairs for Clean Fuels Alliance America with a primary focus on the West Coast.

 Wind previously served as the Clean Fuels Program Manager for the Oregon Department of Environmental Quality. In this role, she was responsible for developing and implementing Oregon’s Clean Fuel Program, which requires transportation fuel providers to reduce the carbon intensity of their fuels over time. The program has been credited with driving reductions in Oregon’s transportation emissions since its implementation in 2016.
