Donnell Rehagen serves as the CEO of Clean Fuels Alliance America, biomass-based diesel’s preeminent trade association. With more than 140 member companies, Clean Fuels Alliance America is the leading U.S. organization representing the biodiesel, renewable diesel and sustainable aviation fuel industries. Rehagen works closely with the Clean Fuels board of directors to ensure the industry has a clear, sharp vision of the future. He provides leadership to Clean Fuels Alliance America’s highly competent and passionate staff and team of advocacy, technical, environmental science, and communications professionals in a dedicated drive to see the industry reach its vision of six billion gallons of demand by 2030. Formerly a fleet manager for the Missouri Dept. of Transportation, Rehagen joined the organization in 2004 as its Chief Operating Officer and assumed the role of CEO in 2016. He has a Master’s degree in Public Administration from the University of Missouri – Columbia and a Bachelor’s degree in Computer Information Systems from Missouri State University.

Chris Schaffer began his career with AGP 30 years ago as a merchandiser, working at the company’s facilities in Sheldon and Eagle Grove, Iowa, as well as the corporate office in Omaha, Nebraska. In these roles, he traded a variety of commodities in both domestic and international markets.

Chris was promoted to Vice President of AGP’s Ag Products Division in 2012 and Senior Vice President of Ag Products in 2017. In August 2021, he took over his current role as Chief Executive Officer and General Manager.

Chris was raised on a farm in west central Iowa and graduated from Iowa State University with a Bachelor of Science degree in Agricultural Economics.

Anthony Reed advises a diverse portfolio of clients in their public affairs efforts across the food, agriculture, energy and sustainability policy landscape. Anthony’s work spans the FGS Global Energy & Sustainability and Food & Agriculture teams.

Anthony joined FGS Global following 14 years on the government relations team at Archer Daniels Midland Company, where he most recently served as the Interim Head of Global Government Relations. In this capacity, he handled issues spanning food, agriculture, energy, environment, climate change, sustainability, biotechnology and biofuels. His work included leading coalition efforts to create and extend clean energy tax incentives, negotiating high-level biofuel regulatory changes, serving as an expert witness on biotechnology policy in related litigation, and representing ADM’s interests in key trade associations in the energy, biofuels, biotech, and agriculture spaces.

Reed also served as the Deputy Associate Administrator for Congressional Relations at the Environmental Protection Agency where he focused on EPA’s Offices of Air and Radiation, Enforcement and Compliance, and Chemical Safety and Pollution Prevention. 

Prior to his time at the EPA, he worked on Capitol Hill for 11 years as Chief of Staff and Legislative Director, for then-House Speaker Dennis Hastert (R-IL) and legislative assistant for Representative Tom Latham (R-IA).

Anthony holds BA degrees in Economics and Political Science from the University of Iowa.  He lives in Arlington, VA, with his wife and two boys. 

Nick Smith is President, North America Energy & Biofuels, at ADM. In this position, Smith oversees ADM’s North American energy sourcing including natural gas, power and coal as well as its portfolio on bio-derived fuels including ethanol and biodiesel.

Smith previously held the position of Vice President, EMEA, Refineries, Packaged plants and Biodiesel at ADM where he was responsible for eight liquid oil refineries, three biodiesel facilities, a glycerin refinery, specialty oil refinery and a packing plant in the UK. Smith also held executive oversight of the strategic plan for the EMEA region and full P&L responsibility.

An experienced commodity trader and asset manager, Smith previously served as General Manager, North American and European Biodiesel for ADM, overseeing ADM’s U.S. and Canadian biodiesel plants. He was previously responsible for all commercial activities and full risk management for ADM’s biodiesel facilities in Europe.

Smith earned his bachelor’s degree from the University of Southampton and has been with ADM since 2005.

Seth Meyer is the Director of the Food and Agricultural Policy Research Institute (FAPRI) as well as an Associate Professor of Agricultural and Applied Economics in the MU Division of Applied Social Sciences.

Prior to his return to FAPRI, Dr. Meyer was appointed USDA’s Chief Economist from January 2021 through December 2025. FAPRI is well known for is agricultural policy and market analysis, being called on by Congress and the USDA for its insight into commodity production, price, farm income and trade impacts from various agricultural policies including Farm Bill proposals, trade agreements and disruptions, and crop insurance.

Dr. Meyer was previously the head of the World Agricultural Outlook Board in the Office of the Chief Economist , the agency at USDA charged with bringing together USDA resources in the assessment of crops around the world. The OCE also publishes those finding in the ‘WASDE’ report which is closely watched by agricultural markets here and abroad.

Previously, Dr. Meyer served as an economist with the Food and Agricultural Organization of the United Nations and as a visiting scholar at several research institutions around the world. Dr. Meyer grew up in eastern Iowa and has a Bachelor’s and Master’s degree from Iowa State University and a Ph.D. in Agricultural Economics from the University of Missouri.

Kurt serves as Vice President, Federal Affairs for Clean Fuels Alliance America, leading members in advocating federal policies that support the industry’s growth. Since joining Clean Fuels, Kurt has helped the industry secure a long-term extension of the biodiesel tax incentive, preserve important protections against unfair international trade and ensure the integrity of the Renewable Fuel Standard program. Kurt continues to organize the industry’s advocacy for equitable tax, infrastructure and environmental policies.

Prior to joining Clean Fuels, Kurt worked for more than 20 years in the office of Senator Chuck Grassley (R-IA), leading efforts on the Renewable Fuel Standard, the biodiesel tax incentive and increased use of clean fuels. An Iowa native, Kurt graduated from Luther College with a degree in political science.
