Indirect Land Use Change continues to be one of the most debated and consequential factors in clean fuels policymaking around the world. This session provides a clear-eyed look at the current landscape—what ILUC is and how it's treated across key regulatory frameworks and voluntary carbon markets—and where it could be headed next. Experts will break down the science, the assumptions and the evolving political and economic context behind ILUC treatment. We'll also explore what alternatives or improvements could be on the table and offer a forward-looking view.

Veronica Bradley

Clean Fuels

Veronica serves as Director of Environmental Science for Clean Fuels Alliance America, where she leads the advancement of education and research on the climate and public health benefits of biobased diesel and sustainable aviation fuels. In this role, Veronica educates relevant stakeholders on the environmental benefits of clean fuels and works with industry to identify and execute on relevant research needs. This work ensures feedstock and producer members’ products are accurately assessed for their climate benefits and are appropriately accounted for in reporting by end users and policymakers.

Before joining Clean Fuels, Veronica served as Director of Environmental Affairs at Airlines for America, where she assisted in environmental advocacy activities relating to aircraft and airline operations. She was previously a Research Associate at ICF, where she supported the Climate Change and Stratospheric Ozone Protection Divisions for the U.S. Environmental Protection Agency. A Michigan native, Veronica received her Bachelor of Arts degree with distinction from the University of Michigan and a Juris Doctor magna cum laude from American University Washington College of Law.

Peter Richards

Senior Economist, Office of the Chief Economist
U.S. Department of Agriculture

Dr. Peter Richards is a senior economist with more than fifteen years of experience in biofuels, land‑use change, and agricultural trade. At USDA’s Office of the Chief Economist, he leads technical and analytical portfolios on sustainable aviation fuel, environmental markets, and land‑use governance. He also co‑leads the International Civil Aviation Organization’s expert group on indirect land‑use change, shaping global sustainability standards for crop‑based fuels.

Previously, Dr. Richards served in senior roles at USAID, where he established the Agency’s first Office of the Chief Economist and led major initiatives on food systems, environmental change, and economic security. Dr. Richards has also conducted extensive research on agricultural markets and land‑use dynamics in Brazil, where he worked for nearly a decade on issues at the frontier of agricultural expansion and deforestation.

Fred Ghatala

Advanced Biofuels Canada

Fred Ghatala is the President of Advanced Biofuels Canada, a national industry association established to promote the production and use of advanced biofuels in Canada. 

ABFC members are global leaders in commercial production of advanced biofuels and technology development, with over 32 billion litres (8.45 billion gallons) of installed annual production capacity worldwide. 

Fred previously led ABFC’s work to establish biofuel carbon value, lifecycle analyses in regulations and expanding advanced biofuel use into aviation and marine sectors. Fred has 20 years of experience in the Canadian renewable fuels sector.

Tristan Brown

Vice President
Molecule Group  

Tristan Brown is a Vice President at Molecule Group focusing on indirect land use change and sustainable chemicals/materials. He has 16 years of experience working as an academic, industry consultant, and expert witness in the bioeconomy.

Among other things, he served on the New York Climate Action Council’s Energy-Intensive and Trade-Exposed Industries advisory panel and contributed heavily to the Climate-Focused Bioeconomy section of that state’s climate scoping plan. An active industry consultant, he has also been an expert witness in multiple state legal and regulatory actions on the bioeconomy.

Brown holds a Ph.D. in Biorenewable Resources and Technology from Iowa State University, a J.D. from the University of Missouri, and is a member of the Missouri Bar.

Anthony Reed advises a diverse portfolio of clients in their public affairs efforts across the food, agriculture, energy and sustainability policy landscape. Anthony’s work spans the FGS Global Energy & Sustainability and Food & Agriculture teams.

Anthony joined FGS Global following 14 years on the government relations team at Archer Daniels Midland Company (ADM), where he most recently served as the Interim Head of Global Government Relations. In this capacity, he handled issues spanning food, agriculture, energy, environment, climate change, sustainability, biotechnology and biofuels. His work included leading coalition efforts to create and extend clean energy tax incentives, negotiating high-level biofuel regulatory changes, serving as an expert witness on biotechnology policy in related litigation, and representing ADM’s interests in key trade associations in the energy, biofuels, biotech, and agriculture spaces.

Reed also served as the Deputy Associate Administrator for Congressional Relations at the Environmental Protection Agency where he focused on EPA’s Offices of Air and Radiation, Enforcement and Compliance, and Chemical Safety and Pollution Prevention. 

Prior to his time at the EPA, he worked on Capitol Hill for 11 years as Chief of Staff and Legislative Director, for then-House Speaker Dennis Hastert (R-IL) and legislative assistant for Representative Tom Latham (R-IA).

Anthony holds BA degrees in Economics and Political Science from the University of Iowa.  He lives in Arlington, VA, with his wife and two boys.
