As policies like 45Z and changes to the Renewable Fuel Standard reshape the policy landscape, the clean fuels industry must continue to align with the supply chain players who ultimately move fuel to market. This session brings together national leaders representing fuel marketers, heating oil dealers, storage terminals and technical authorities for a candid conversation about what’s working—and what’s holding us back. From infrastructure and blending practices to customer perception and policy impacts, this discussion will reveal where clean fuels fit today, where they could grow, and what both sides need to accelerate progress together.

President
Energy Marketers of America
Rob Underwood is the President of the Energy Marketers of America, representing energy marketers on Capitol Hill. He joined EMA in July 2007 as the Director of Government Relations and took over as President in 2015.
Rob played a key role in reauthorizing the National Oilheat Research Alliance (NORA) in 2018, which resulted in over $100 million for research and development and education and training to the heating fuels industry. He also steered the organization’s name change from the Petroleum Marketers Association of America (PMAA) to the Energy Marketers of America in 2020.
Rob serves as the chief spokesperson for EMA. He is frequently quoted in Politico, Washington Post, Reuters, Oil Express and CSP Daily News. Mike Devine
President
NORA
Michael Devine is the President of the National Oilheat Research Alliance (NORA). As a government-sanctioned “checkoff” program, NORA is funded by an assessment fee on every gallon of heating oil sold and that money is carefully reinvested in research and education programs. Michael oversees the operations of NORA, which include Consumer & Professional Education, Energy Efficiency & Safety, and Research & Development.
Michael comes to NORA after having served as part of the Senior Management Team at World Energy, where he developed key national accounts utilizing 100% blends of renewable diesel and biodiesel for diesel engine use. Prior to his time at World Energy, Michael was the CEO of Earth Energy Alliance, which he founded in 2009 to assist the petroleum industry in reducing the carbon footprint of petroleum-based fuels by increasing the use of renewable liquid fuels. His company collaborated directly with US biodiesel production facilities, petroleum wholesale terminals and ultimately Bioheat® distributors, as his firm actively distributed biodiesel along the East Coast for many years.
An early adopter and advocate of biodiesel integration, Michael has been a featured national speaker on the subjects of Liquid Fuels, Bioheat®, Biodiesel, Renewable Diesel and Sustainable Aviation Fuels (SAF) integration into the U.S. petroleum supply chain for over three decades.
James Collura
President & CEO
National Energy & Fuels Institute
James Collura is President & CEO of the National Energy & Fuels Institute (NEFI), formerly the New England Fuels Institute, where he champions the adoption of clean fuels in the heating oil and home comfort industries, particularly throughout the Northeast. Appointed to his current role in November 2024 after nearly two decades as the organization̵7;s chief lobbyist, Collura has long been a critical voice bridging traditional liquid fuel distributors with the transition to higher volumes of renewable fuels.
Under his leadership, NEFI advocates for renewable fuels policies at the federal and regional level, working closely with Clean Fuels Alliance America. Collura’s work has been particularly crucial in defending against government efforts to ban or limit access to heating fuels and appliances.
Before joining NEFI in 2005, Collura worked for U.S. Senator Judd Gregg from New Hampshire, and for a national faith-based organization. He holds a bachelor’s degree in politics from St. Anselm College in Manchester, New Hampshire and has completed graduate coursework in Congressional Studies at Catholic University in Washington, DC. A frequent speaker on energy affordability, consumer choice and the importance of the clean fuel transition, he currently resides in Alexandria, Virginia.
