Federal Policy Outlook: Storybook Cruise, or Wild Ride?

Has the clean fuels industry reached the front of the line for federal policy support or are there more twists, turns and lengthy waiting times ahead? Experts from the nation’s capital will provide a guided tour through recent developments in the Renewable Fuel Standard, Clean Fuel Production Credit, foreign trade and other policy priorities. The session will explore whether federal policy developments provide necessary certainty to help the industry reach new heights or indicate a bumpy ride ahead.

Anthony Reed

Anthony Reed advises a diverse portfolio of clients in their public affairs efforts across the food, agriculture, energy and sustainability policy landscape. Anthony’s work spans the FGS Global Energy & Sustainability and Food & Agriculture teams.

Anthony joined FGS Global following 14 years on the government relations team at Archer Daniels Midland Company (ADM), where he most recently served as the Interim Head of Global Government Relations. In this capacity, he handled issues spanning food, agriculture, energy, environment, climate change, sustainability, biotechnology and biofuels. His work included leading coalition efforts to create and extend clean energy tax incentives, negotiating high-level biofuel regulatory changes, serving as an expert witness on biotechnology policy in related litigation, and representing ADM’s interests in key trade associations in the energy, biofuels, biotech, and agriculture spaces.

Reed also served as the Deputy Associate Administrator for Congressional Relations at the Environmental Protection Agency where he focused on EPA’s Offices of Air and Radiation, Enforcement and Compliance, and Chemical Safety and Pollution Prevention. 

Prior to his time at the EPA, he worked on Capitol Hill for 11 years as Chief of Staff and Legislative Director, for then-House Speaker Dennis Hastert (R-IL) and legislative assistant for Representative Tom Latham (R-IA).

Anthony holds BA degrees in Economics and Political Science from the University of Iowa.  He lives in Arlington, VA, with his wife and two boys. 

Russ Sullivan

Russ Sullivan is a prominent U.S. tax attorney and advocate. Sullivan translates federal policy and the U.S. tax code for clients’ boards and members and identifies untapped opportunities. He has developed the leading energy tax policy practice, representing utilities, oil and gas enterprises, renewable energy developers and energy start-ups, building upon the experience he gained firsthand on these issues during his 14 years of service staffing the Senate Finance Committee. During his time staffing Congress, Sullivan saw some of the most important issues within the energy sector come before the committee and helped draft landmark legislation, including the 2005 and 2007 Energy Policy Acts and the legislation initiating the “commence construction” within the Internal Revenue Code.

Sullivan is passionate about at-risk youth, has served as legal guardian for 22 teenagers, and has continually fought for an increase in the adoption tax credit. He proudly serves on the board of directors for the Congressional Coalition on Adoption Institute.

Timothy Urban

Tim Urban leads the Bracewell tax policy practice out of the firm’s Washington, DC-based Policy Resolution Group. He is an experienced tax lobbyist who has advocated for clients on every major tax bill introduced in Congress over the past 20 years. He represents companies on business tax issues, extension of temporary tax provisions, and federal tax policies affecting the energy sector. Drawing on his work on the House Ways and Means tax-writing committee and two decades at a “Big Four” accounting firm’s tax policy group, Tim represents companies on business tax issues, extension of temporary tax provisions, and federal tax policies affecting the energy sector. Regarding federal energy tax policy, he has represented and advised companies on tax policy issues affecting conventional energy companies, such as the 45Q credit for carbon capture and storage (CCS); production credits for hydrogen and for electricity produced from renewable resources (including solar, wind, and hydropower); investment incentives for purchases of renewable energy plant property (hydrogen storage, energy storage, and biogas equipment, for example), and production and blending tax credits for clean fuels including biodiesel, renewable diesel, cellulosic ethanol, sustainable aviation fuels (SAF), renewable natural gas, and methanol.

Kurt Kovarik

Kurt serves as Vice President, Federal Affairs for Clean Fuels Alliance America, leading members in advocating federal policies that support the industry’s growth. Since joining Clean Fuels, Kurt has helped the industry secure a long-term extension of the biodiesel tax incentive, preserve important protections against unfair international trade and ensure the integrity of the Renewable Fuel Standard program. Kurt continues to organize the industry’s advocacy for equitable tax, infrastructure and environmental policies.

Prior to joining Clean Fuels, Kurt worked for more than 20 years in the office of Senator Chuck Grassley (R-IA), leading efforts on the Renewable Fuel Standard, the biodiesel tax incentive and increased use of clean fuels. An Iowa native, Kurt graduated from Luther College with a degree in political science.

Kate Shenk

Director of Regulatory Affairs

Kate serves as Director of Regulatory Affairs for Clean Fuels Alliance America, leading members in navigating federal regulatory policies. Since joining Clean Fuels, Kate has helped the industry advocate for growth in annual Renewable Fuel Standard rules, eligibility for grants in the USDA infrastructure incentive program and a prominent role in addressing the climate crisis. Kate leads the industry’s efforts to secure equitable treatment of biodiesel and renewable diesel and their diverse feedstocks in EPA, DOE and USDA programs. Kate brings extensive knowledge of the Clean Air Act and related regulatory policies.

Kate earned a Master of Science in environmental policy at Bard Center for Environmental Policy, Bard College in New York. She is also the immediate past president of Women in Government Relations, a non-partisan professional society in Washington.

David serves as Director of Federal Affairs for Clean Fuels Alliance America, advocating for Congressional support of Clean Fuels’ policy priorities. Since joining Clean Fuels, David has helped the industry identify and foster new Congressional champions and organize successful advocacy events. David leads industry efforts to secure federal support for biodiesel infrastructure in emerging markets and currently serves as Treasurer of the Clean Fuels Political Action Committee.

Before joining Clean Fuels, David was Director of Federal Affairs for CHS Inc., the nation’s largest farmer-owned cooperative. David was previously Legislative Assistant for agriculture and natural resources issues to Senator Max Baucus (D-MT) and on the staff of Senator Mary Landrieu (D-LA). David is a native of Ruston, Louisiana and earned a Bachelor of Arts from Louisiana Tech University.
