Billions in federal and state dollars are still flowing—and clean fuels stakeholders are increasingly well-positioned to tap in. From DOT’s Port Infrastructure Development Program to rail and airport improvement grants, public investment is helping modernize the backbone of the fuels supply chain. This session explores key funding opportunities available now and in the near future and highlights how some clean fuels leaders are already putting these programs to work.

Roy Strom serves as the President and CEO of W2Fuel LLC, a biodiesel producer located in Adrian Michigan. Roy joined W2Fuel in 2014 as CFO and was appointed to CEO in 2016. Since then, W2Fuel has increased output from 2.0 mmgpy in 2015 to 12.0 mmgpy in 2024.

Prior to joining W2Fuel, Roy had over 18 years of leadership experience in accounting and finance for various manufacturers including 12 years in the automotive supply industry. This includes the 2008 financial crisis where Roy helped navigate the market and political uncertainties of the times not only to survive but emerge stronger in 2010.

Roy graduated with honors from Eastern Michigan University with a BBA in Accounting and holds an MBA from Michigan State University.

Colin Huwyler

Optimus Technologies

Colin Huwyler (pronounced High-Ler) is the CEO and founder of Optimus Technologies, a Pittsburgh-based clean-technology company decarbonizing the hardest-to-abate segment of transportation: heavy-duty diesel engines. Optimus has developed and commercialized the Vector System, a patented bolt-on fuel system upgrade that enables both new and existing diesel engines to operate on 100% biodiesel (B100), delivering near-zero carbon emissions without sacrificing performance or reliability.

Under Colin’s leadership, Optimus has deployed more than a thousand systems across commercial and municipal fleets logging over 150 million real-world miles. Colin has positioned Optimus as a leader in the low-carbon transition making biodiesel a practical decarbonization pathway at scale.

Colin holds a BS in Mechanical Engineering from the University of Pittsburgh, is an inventor with multiple patents in advanced fuel and powertrain technologies, and serves as a Director of the Clean Fuels Alliance Foundation.
