Tom Butcher

Dr. Thomas A. Butcher is the Technical Director of the National Oilheat Research Alliance where he leads a group providing the technical support needed to develop a more efficient, renewable future for this industry. Tom has a long history of research work on the use of biofuels in boilers and furnaces. In addition to his work at NORA, Tom is a Group Leader in Energy Conversion at Brookhaven National Lab, an Adjunct Professor in two Departments at Stony Brook University, and an ASHRAE Fellow.

Bob McCormick

Robert McCormick is a senior research fellow and platform leader for NREL’s advanced fuels and combustion research. His work focuses on end-use issues and fuel-engine interactions with alternative fuels, primarily biofuels—including ethanol and biodiesel, as well as next generation and futuristic fuels. End-use issues include supplying technical data to support the setting of fuel-quality specifications, working with engine original equipment manufacturers to understand fuel-engine compatibility and durability issues, field performance issues such as storage stability and cold weather performance, ignition and combustion kinetics, fuel effects on engine efficiency, and the impact of new fuels on emissions and the performance of emission-control systems.

Steve Howell

Steven A. Howell is a principle in M4 Consulting, a firm dedicated to the development of industrial products from agriculture. Steve currently serves as the Chair of the ASTM Biodiesel Task Force for biodiesel standards, a position he has held since 1994. Steve has led technical programs at the National Biodiesel Board since 1993, and currently serves as the Senior Technical Advisor for NBB, working closely with NBB Technical Director Scott Fenwick. Steve is the only person who has ever been selected as a Fellow of both ASTM International and the American Oil Chemist Society.


Scott Fenwick

Scott Fenwick serves as the Technical Director for the National Biodiesel Board, working in the Jefferson City, MO headquarters. Scott leads the advancement of core member services for technical and quality assurance support issues. Scott provides key support for technical aspects needed by biodiesel stakeholders including both producer members, obligated parties and fuel users to effectively position the biodiesel industry. Additionally, he educates key decision makers to help build industry credibility. In addition to coordinating the OEM and fuel quality programs under the NBB, Scott has also been elected to chair the ASTM D02 Committee covering all Petroleum Products, Liquid Fuels and Lubricants. He also coordinates other international biodiesel and fuel activities for other standards development organizations. After serving as Chairman of the BQ-9000 Commission, Scott now assists as the NBB liaison to the National Biodiesel Accreditation Commission.

Prior to joining the National Biodiesel Board, Scott had been involved with the fuel inspection industry for nearly 25 years and managed several fuel testing laboratories. After attending Purdue University, he also worked for Archer Daniels Midland Company organizing their Biofuels Technical Services.
