James Collura is President & CEO of the National Energy & Fuels Institute (NEFI), formerly the New England Fuels Institute, where he champions the adoption of clean fuels in the heating oil and home comfort industries, particularly throughout the Northeast. Appointed to his current role in November 2024 after nearly two decades as the organization’s chief lobbyist, Collura has long been a critical voice bridging traditional liquid fuel distributors with the transition to higher volumes of renewable fuels.

Under his leadership, NEFI advocates for renewable fuels policies at the federal and regional level, working closely with Clean Fuels Alliance America. Collura’s work has been particularly crucial in defending against government efforts to ban or limit access to heating fuels and appliances. 

Before joining NEFI in 2005, Collura worked for U.S. Senator Judd Gregg from New Hampshire, and for a national faith-based organization. He holds a bachelor’s degree in politics from St. Anselm College in Manchester, New Hampshire and has completed graduate coursework in Congressional Studies at Catholic University in Washington, DC. A frequent speaker on energy affordability, consumer choice and the importance of the clean fuel transition, he currently resides in Alexandria, Virginia.
